I just updated to 14.7.1 and now my IPhone 11 XR won't connect to WiFi and apps tell me I have no Internet Connection - even on cell data. I've reset the phone several times, deleted and re-downloaded apps. Does anyone have more suggestions.

Nothing I tried worked until I texted Apple. Once I deleted a VPN and restarted my iPhone XR, my WIFI was back!

Have you tried to reset your network connections to fix the issue? Open Settings > General > Reset and tap Reset Network Settings.
