Odd looking text?

Why do I occasionally send a text, which has a very thin blue line & lettering with smaller font, on a white background? Then the next one is normal blue background with white letters…

Can I show a screenshot?

You are not sending those texts with a thin blue border on a white background. Those are responses to a specific text that you sent to the reader previously. Note the reader’s response showing the link to your original text.
