Activation issues

My phone number won’t activate to my iMessage and FaceTime. I have been waiting a month and it is just not activating

Follow ALL steps here If you can’t turn on or sign in to iMessage or FaceTime - Apple Support

I have tried apple support in different ways and googled whatever I could but no luck. My SIM card is unlocked so there should be no issue. I live in a country that doesn’t have an apple store so can’t take it in
