There are some areas of the OS and its system files which are no longer accessible to make changes; that part of the OS is now sequestered in a read only volume on your hard drive - part of the newest security features implemented in

You apparently are confused by the term, "Administrator."
A user who has the capability to administer the computer is not omnipotent. An admin user on macOS has the ability to elevate its privileges to make some changes to the computer, but that does't imply any other special privileges.
Being an administrative user doesn't allow you to access much of anything. Even logging in as root doesn't allow much "super user" capability at all.

image capture and get a message that I don’t have privileges see administrator
I am the administrator and I can’t authorize myself in image capture or any other programs
I tried to go through get info and make changes but it won’t let me after I unlock it
I've only received that message when trying to delete a system file the operating system uses. I'd try creating an additional Admin account and see if it still happens.
