I just purchased a new Mac Mini M1. It is not showing the menu bar at the top. I have gone into System Preferences -> Dock & Menu Bar settings and checked "Automatically hide and show the menu bar" but it did not help. I have also tried changing the resolution of my display thinking that the content may have been just off the screen, but it did not resolve the issue.
I am on Big Sur 11.5.2.
Any help will be appreciated.

Check your HDMI cable. You may need to get and use a better Premium Certified HDMI cable.
Plus you may need experiment some more with the TV's Aspect Ratio and the Mac Mini's Resolution combination to get where you need to be.
Now it sounds like you need to go back to the Apple > System Preferences > Displays > hold the Alt (option) and click on the Scaled button > then select a different Resolution until you find a suitable one.
Since you use the TV as screen -- it is under scan issues.

Using mouse, sliding the "underscan" bar - to adjust the screen size until the menu bar fully displayed.
The TV is cutting off the edges of the image. To fix it, change the Picture settings on the TV:

I have 43UM7300PUA LG 43 inch Class 4K Smart UHD TV w/AI ThinQ® (42.5'' Diag). Wired connection via HDMI.
Display resolution is set to "More Space". I have tried other resolution settings but did not help.
I think that we are on the right track.
Does the TV have a PC setting or Aspect Ratio settings?
Maybe try moving the cable and TV input to HDMI 2, 3 or 4.
Also try getting and using a better premium certified HDMI cable.
I just realized that the menu bar is there but is not visible at all. I have to move my mouse pointer to the left top corner and click, the drop down menu shows but the top row is still invisible. The left most drop down menu is truncated on its left side. So, instead of showing shut down, I just see "t Down".
The aspect ratio has been set to 16:9. I changed it to others such as 4:3, vertical zoom, all zoom, original but did not help. I also set it to zoom and then moved the screen around to focus on the left top corner just in case I can start seeing the menu bar, but it did not.
I tried a different HDMI cable but did not help. I used another older Insignia monitor with both cables but the issue persists. :(
Thank you very much for this great help. When I reduced the resolution significantly, I can see the menu bar. It is disappointing that I can't see the menu bar at 4K resolution. I am wondering what may be causing this issue.
I went back to Displays and selected the smallest resolution. It fixed it :). However, as soon as I was done with this, my Logitech keyboard and mouse started showing delayed and skippid inputs. I am assuming this would be considered a separate issue and start a new thread? Please advice.
Your TV, that's your TV, should have a display setting for a dot to dot resolution. Look for it in your TV's menu settings. By default, many TVs overscan their resolution settings.
The issue is with your TV's settings, not with your Mac mini.
What display do you have?
Try going to the displays menu and changing the picture size.
