Do you have only the iPad, or do you also have an iPhone on the same Apple ID?
If you only have the iPad, it can only send from your Apple ID (email address) and can only receive messages addressed to your Apple ID, both using Apple's own iMessage system for only Apple users.
If you also have an iPhone on the same Apple ID, you can set the iPhone to forward messages between the iMessage system and the SMS/MMS system that can reach cell phone users using their cell phone numbers, and people can reach both devices through your cell phone number. To activate, on your iPhone visit Settings > Messages > Text Message Forwarding and enable your iPad.
Are the iPhone and iPad signed into Messages with the same Apple ID (same email address)?
On your iPhone in Settings > Messages > Text Message Forwarding is your iPad listed and enabled (green)?
If both of the above are true, you should be able to enable use of your phone number on the iPad (the same number as on your iPhone).
I have an IPhone. It is set at “text and receive messages” at my phone number. My iPad only has my email listed and I cannot add my phone number
There is no “ text message forwarding “ on my iPad
That's correct. Since the iPhone is doing the forwarding, the setting is only on the iPhone.
