Restore. 4013 error

A few days ago, the apple logo appeared on the black screen, according to the instructions, I pressed the volume up button, a volume down button and then a side button, then a recommendation appeared on the screen to connect the phone to my computer for recovery or update. It didn't work out. The phone has been restored. It was literally a few days and the situation happened again. BUT now, when trying to recover, it displays a 4013 error. What's the reason? How do I decide?
