User of iPhone 12 mini cannot remember log in or password

How do you lodge a complaint on Apple for being so slow to unlock device when the user of the Iphone 12 mini cannot remember log in or password and phone is damages where it cannot charge to retrieve what is needed. I have been waiting for a month and all I get is I have to wait up to 30 days for the email that Activation Unlock is done. In the meantime I am still paying for the phone and plan I cannot use!!! Come on this is not the IRS
