Got a notice that I need to update my iCloud payment info, but when I touch Continue, nothing happens. What can I do, or is there a phone number I can call to solve this problem?

Sounds like a Scam:

Apple will not eMail you or text you a message about you needed to update your iCloud payment info. Take a few screenshots, and then report it to Apple. Learn More Here: Using the Photos App to Report Scams: - User Tip

Modifying your Credentials:

Did you interact with this in another major (i.e. click a button or respond to it)? If so, consider modifying your credentials immediately, starting with a new password. If not, then just report it.

• Modify: your login credentials (Using Both a New eMail and a New Password(for each and all sites)
• Associate: a different method of payment to your account
• Enable: Two-Factor Authentication for Apple ID and for all other accounts that have such an applicable option
