got a message stating my phone had been hacked and that i need to get Guarantee from the App Store right away. is this legit or did i get fooled into purchasing an app.

Very much a scam. If you have downloaded the bogus app, delete it. Also check for any subscriptions you may have agreed to for the bogus app.
