I'm using Apple TV app on my iPhone but I can't access streaming content unless I turn on Wifi.
I switched on the data button in the app settings but still, I can't access nothing but downloaded content unless I switch on Wifi.

There is another setting under Cellular, where cellular data has its on|off switch per app.

Thanks for posting on the Apple Support Community. I understand you can't stream content in the Apple TV app unless you turn on Wi-Fi.
Go to Settings > TV, and switch on the Use Mobile Data toggle under streaming options.
