On my most recent upgrade (a software upgrade forced me to do this) iTunes was replaced by Music. Music is a downgrade from iTunes in a number of ways so let me focus on one particular failing at a time: in iTunes I could play by "number of times played" - is this feature going to be added to Music?

Are you talking about a Smart Playlist? A rule based on "Plays" is still applicable. You can set it for a specific number, greater than or less than a number, or a range between two numbers.
No one here in this user-to-user forum would know Apple's plans for the future. You can, though, let Apple know what you'd like to see here:
