The cheapest iPad Models are the base model 2020, iPad 8th gen or the next level of iPad is the 2020 iPad Air 4th gen.
ALL current and more recent iPad models run the exact same iPadOS.
The 2020, 8th gen iPad uses the 1st gen Pencil and has a 10.2 inch screen.
The 2020 iPad Air 4 has a 10.9 inch screen and uses the newer, 2nd gen Pencil.
Get the largest internal data storage that you can afford as NO Apple iOS/iPadOS device has ANY expandable internal storage.

iPad Pro 11 inch 3rd generation has the latest M1 chip so it will get iPadOS update for at least a few years.
