There is a known issue of iPhone 11 touchscreens becoming unresponsive. Apple claims to have set up a repair program for the affected devices that were manufactured between Nov 2019 and May 2020. My iPhone 11 had this exact issue happen and was manufactured Dec 2019, yet somehow I am told that my serial number “is ineligible” for the repair program and will have to pay for it out of pocket. Why does my phone not qualify?

does not mean that all devices manufactured between November 2019 and May 2020 are eligible,
All dogs have 4 legs. Not all animals with 4 legs are dogs.
You will have to take that up with Apple Support.

If you screen is not working and the serial number is not eligible then you pay.
