Known issue that Apple refuses to rectify

There is a known issue of iPhone 11 touchscreens becoming unresponsive. Apple claims to have set up a repair program for the affected devices that were manufactured between Nov 2019 and May 2020. My iPhone 11 had this exact issue happen and was manufactured Dec 2019, yet somehow I am told that my serial number “is ineligible” for the repair program and will have to pay for it out of pocket. Why does my phone not qualify?

If you screen is not working and the serial number is not eligible then you pay.
