1, Can I load my camera photo to Mac Pro only and not to load to iCloud? (Currently is automatically loading to iCloud)
2, My iCloud storage is almost full so I am thinking to use Mac Pro space.

You are welcome. Add the folder, then edit them. If your iCloud storage space is full as you posted above, don't add them to the System Photo Library. Leave them the folder. If you want to sync the photos to iCloud, then add them to the System Photo Library.

Don't add the camera photo to the Photos application if you don't want it to sync with iCloud.

You mean to add a folder in Mac Pro to store the camera photos temporarily?
After the editing, then add these photos to the System Photo Library synced with iCloud?
