iphone keeps downloading deleted apps
when i download a new app from the app store sometimes old apps i’ve deleted before will also re-download without me prompting it to. does anyone know why this happens ?

Were the apps in question completely deleted from the device or were they offloaded, keeping the user data on the device?

Are the apps just removed from the home screen and are still in the App Library?
