App store unable to complete any app downloads

I have tried logging out and restarting my phone for days now and i dont know what to do! When i try to download an app it keeps saying “Payment Not Complete” beforeni get to confirm the purchase. I have $40 on my apple account from a gift card and i have a debit card on file for a 2nd payment method. What is going wrong and is this an easy fix??
