Blinking Folder with Question Mark

If I do not have the apple keyboard, but a regular keyboard, what buttons do I hold to imitate the command and R button?

I was clearing everything off my moms iMac and I read an Apple article saying how to clear verything off of it and then I followed those steps and now it is showing a folder with and question mark it keeps blinking I do not know what to do i tried to use the keyboard but didn’t work out new battery’s in still didn’t work I don’t know what to do from here on it’s just blinking

CMD + r

But, this depends on if the computer is Intel or Apple Silicon CPU
