Did you mean downloading iTunes? Or downloading iCloud data?

iCloud data download times vary, based on local network speeds, Apple server speeds, how fast your Windows system might be, and how much data you might have stored in iCloud.

If the iTunes download didn’t go through with decent speed, restart the download and maybe restart Windows, and try again.
