In BIG SUR, what is the Remove Download option using the mouse right click?

FWIW, the option allows you to remove a file/folder from your iCloud Drive that takes up space while leaving it stored on iCloud.

Can you explain in more detail what you're asking? It's not clear from your question.
With Finder shown on the upper-left corner of the screen; selecting a file or folder with a right-click of the mouse, the option sometime contains “Remove Download.” What is this?
I can only guess. Either you are in the Downloads folder or it's something you recently downloaded. I don't use the Download folder.
Are you referring to a File stored on iCloud ??
Good point. It only appears in the iCloud Drive.
