I am getting Mini Vibrations when I am charging my laptop. It says 3 pong charger may help solve the problem. However, that makes no sense as Apple only sent regular charge with the 1799 laptop. Its not appropriate to send customers a charge that may not work properly.

Take your computer to a library, coffee shop, pr other location and try it there. It may be that your building's ground is not properly wired.
