shortcut to photo

I'm asked constantly to show proof of vaccination, and each time I rummage through my photos to one I took of the physical card. Is there a way to add an icon that goes directly to that photo?

My initial Web searches just took me to converting a photo to wallpaper, obviously not what I want. Another sounded more promising but asked me to use a Short app, which I don't have. I'm guessing it's a feature in later operating systems than my phone supports. (It's an iPhone 6. For the same reason, New York State's Excelsior app for proof of vaccination can't be installed.)
