Cant re-download game pigeon

I recently got a new iphone and i cant redownload game pigeon. I clicked the little cloud it shows in the app store, and every time i click it it stop downloading it goes back to the cloud and ive tried looking it up but nothing useful shows up i tried powering off my phone, signed out of the app store, nothing works can someone tell me why thats happing and tell me how to fix it please?
