Though looking at my question with a new set of eyes shows how vague it was. My PC (Windows 8.1) doesn’t natively support Internet (or Bluetooth); I’ve been using a usb dongle as an adapter to connect my PC to the internet (Linksys USB Wifi Adapter “out of commission”). I’m using my phone as a sort of replacement for the time being. My purpose of asking was to see if I am able to still make a hotspot without being connected to my mobile (cellular) data, practically using my phone as more of a Wifi Adapter.
(TL:DR) I’m able to connect my phone to my PC (via usb) and use my personal (cellular) data as an access point, can I just use my phone as a means to connect to my Home Wifi (Basic Tethering)
