My computer’s Wi-Fi USB is currently out of commission and I need an easy way to get back online. I have data but do not want to rely on it, anyway to use my phone as just an Internet receiver?

Though looking at my question with a new set of eyes shows how vague it was. My PC (Windows 8.1) doesn’t natively support Internet (or Bluetooth); I’ve been using a usb dongle as an adapter to connect my PC to the internet (Linksys USB Wifi Adapter “out of commission”). I’m using my phone as a sort of replacement for the time being. My purpose of asking was to see if I am able to still make a hotspot without being connected to my mobile (cellular) data, practically using my phone as more of a Wifi Adapter.
(TL:DR) I’m able to connect my phone to my PC (via usb) and use my personal (cellular) data as an access point, can I just use my phone as a means to connect to my Home Wifi (Basic Tethering)
(Personal Hotspot forces me to use my cellular data)

I understand the question now. The thing is that once you turn OFF cellular data, then the HotSpot goes dead with it since the HotSpot feature is provided and managed by the carrier. You, therefore, cannot use the iPhone as a Wi-Fi tethering device with Cell data set to OFF.

Thanks for posting the screen shot. Looks like you have the Mobile Hotspot setup correctly. Ensure that Wi-Fi is also set to ON on your iPhone. Ensure that HotSpot is a feature provided by your mobile service carrier. I am not sure whether your computer's Wi-Fi module is working or not. You mentioned using a USB port for Wi-Fi and therefore I wonder whether your computer can send/receive data over a Wi-Fi network. I ask because you will need to turn on Wi-Fi on your computer and then search for your mobile phone's HotSpot which will be named as, "Romelo's iPhone". Choose this connection and then enter the password that you have set for the HotSpot.
