Can’t remove message or access my phone

Stuck on a pop up screen asking me to call. Phone frozen. Fix?

First try a forced restart

Then settings, safari, Clear website data and history

Phone is frozen Phone won’t allow me to do anything so I tried turning it off but it won’t allow this. Slide to power off just keeps running but won’t allow me to slide to power off can receive calls but can’t answer them
