my iPad shows a lot of past tabs that aren't actually open on my phone. i’ve closed them all from my ipad but they reappear again. these are all old tabs, too. Ive tried turning on and off iCloud for safari but nothing changes.

I’ve tried these steps repeatedly for two plus months. The tabs I closed two months ago keep showing as open on both iPad and iPhone. iOS 14, latest flavor.
did all of this but none worked, my old tabs still show up on my ipad
