A child can get around screen time by changing the time on the phone. I’ve googled how to stop changing the time but all the answers involve not allowing privacy setting updates which don’t work. Is this a bug? How to stop the time being changed?

Well, it works for everyone else. If Screen Time is enabled with a passcode the time setting is forced to be Automatic. The only way to change the time is to disable the Screen Time passcode.
that’s the standard answer when googled but it doesn’t work, at least for me. Even doing this the date time option isn’t restricted and can be fully changed. I’ve updated iOS, rebooted, nothing works.
then it’s a bug under certain conditions that I can’t begin to possibly guess. I will try removing the passcode and re-enabling it.
It's trivial to bypass all of this.
Your child may or will learn more about you and your limits here than you might realize or might prefer, too.
she can try. she will learn something and so will I. it supplements and it’s only until it stays effective and by then it might be good enough and if not then better than it would have been.
