my charter.net email settings are correct but I still can't get my outgoing email to send

I have checked my outlook settings over and over and they are correct in my outlook mail. I receive mail but can't send anything

Outlook is a Microsoft product. Maybe ask in the Microsoft Help Communities about Outlook settings.

Check with charter.net to ensure you have configured outlook with the correct smtp settings including security and port number.

Make sure you are not running any third party apps that claim to protect, manage, etc. This includes proxy settings, VPN, antivirus, and cleaning apps.
