Forgot screentime password reset not working

I can’t remember the screentime password I set up. I followed the directions to change password- then clicked forgot password- entered my Apple ID and password (which I know is correct) but it keeps kicking me back to the enter screen time password page and I’ve had more than 10 attempts so locked up for 60 min. How can I get help resetting screen time password ? Seems like I’m in a loop of entering Apple ID info but it not working to reset password.

Screen Time passcode reset. *

If necessary, you will need to restore the device to factory settings. Do not restore from a backup made when the Screen Time code was active.

Restore to Factory setting. *
