Copying music from pc to iphone 12

I have new Windows 10 computer and an even newer iPhone12. I have latest version of ios and itunes. I am unable to copy music from my iTunes to my iPhone. Current error appears as: Some of the files were not copied to the iPhone "iPhone" because iCloud Music Library is enabled on this phone.

When I search for solution it indicates opening settings, music then disabling iCloud Music Library. My iPhone 12 has Sync Library (which I turned off) and I still get the same message. And in other news no music from my phone or my computer's itunes library are copying to my iCloud storage (it does not show any music being stored there).
