How to change my Apple ID?

How do I change my phone Apple ID over to a new Id when I can’t access my original email associated with that Id because it was hacked

Using Apple Id I change my email address, because it was hacked, which is also my email can I change back to that email address, continue using the new email?

You do not need to be able to access the old email for the Apple ID in order to change it. See the following instructions: Change your Apple ID - Apple Support
