Is there an approved app or procedure to clean up useless files on a iPhone XR to free up space?

All cleanup of files is handled by iOS.

There is no need for any cleanup utilities, nor are any available due to built in sandboxing of apps.

No. That is completely unnecessary on an iPhone. You’re thinking of the Before Times, when software from Redmond, WA was infecting the land.
