Yes that LG monitor will work using an HDMI cable from the Mac Mini's HDMI port.
Optionally you can also use a USB-C to HDMI adapter or a USB-C to DVI adapter.

That monitor has a resolution of 1920x1080, and has an HDMI input.

It appears to meet the specs for use with the M1 Mac mini.
