Attachments reappear days after deleting

When my phone storage gets full, I go to iphone storage in settings and delete most of my large attachments, which are all from imessage. But then they randomly reappear. all of them. Like a week later. I notice because it causes me to get another "storage full" notification. Is there a way to prevent this? I dont even really need them to sync with icloud or anything - if thats whats causing it - but i'm not sure if that's something i can turn off somewhere?

Try the following, open Settings ➔ Apple ID (Your Name at Top) ➔ iCloud: Here set the Messages option to OFF. Now when you delete the content from your Messages app, it will not be retrieved from iCloud and you will lose that data permanently.
