How can I pay my child’s apple care plan without putting my credit card # in my child’s phone? Is there another way to pay it? On the apple website?

It would help to know more about the plan you are using. You can either buy it with a single payment, or in a few countries Apple has an monthly renewal option.
Buy an AppleCare plan - Apple Support
Applecare is specific to a device, not a particular user. You should therefore be able to buy AppleCare for your child's device using your account. However, if you are outside the window for starting coverage and are trying to continue with a monthly renewal policy then you may be stuck with paying through the child's account. In that case contact Apple and see if there is anything they can do.
Cancel or change the payment method for your AppleCare plan - Apple Support
