Screen Ipad
there is an area in a row on the ipad screen that cannot be touched. Can't use an apple pencil too? How do I fix it?(

If you're sure that nothing (cover or screen protector) can interfere with that area touch screen, it might be a screen problem, but we, just users like you, cannot diagnose that issue remotely.
Make an appointment and have your device inspected at an Apple Store or AASP (Apple Authorized Service Provider) among this list:--> Apple – Location Selector
After checking it out, they'll give you all the available options.
