Replace stolen sim card

If a iPhone is stolen can you replace the some card will the phone work again if it hasn’t been shut off? I ask because if the phone would work couldn’t the phone be tracked even with a different SIM card in it? Once I have the block put on it I have know chance of getting it back

Can the find my, track the phone if it’s turned off? It seems logical that technology would be able to do so and when ever battery critical low happens sends last known location. Probably be a huge success for a cell phone maker to introduce. the first ever cell phone that’s useless to steal because not only because a permanent block can be put on the phone but the rest of the phone including hardware, sim cards cameras, everything in the cell phone would be useless to steal because the owner can have it all blocked
