Scanned document in Notes is not viewable in iCloud

My scanned document in Notes is not viewable in iCloud. I can see the thumbnail of the document but the page view on the right is gray/blank. How do I get this to show?

iPad mini 5, iPadOS 14

Mi-tie460,

If you turn on Save to Notes in Settings > Notes, are you able to view the image in Photos?

If you scan a new image, does it sync with iCloud and other devices as expected?

Hello Mi-tie460,

We see that you need help with attachments in iCloud Notes.

Are you able to see the image on another device or on the one it originated from?

Have you tried to use a different browser to view the note and attachment?

Was the scan taken with the Notes app or added from your photo library? Add attachments to notes on iPhone

I cannot see the images on iCloud.com. I have tried to view on iCloud.com using my iPad and also using a windows computer. The images are gray in the viewing side (right side) but the thumbnail is showing. The scan was taken with my iPad while using the Notes app.

I turned on save to photos in Notes, no scans showed up. Then I did a new scan and that showed in photos but it is grayed out in iCloud.com.
