What cables do I need to use time machine to back-up my 2012 mac laptop pro and then transfer my files to a 2020 Mac air? I plan to purchase a hard drive to store my files for the transfer.

If you will purchase USB2 or USB3 external HDD, you can use the cable which comes with drive to connect to MacBook Pro 2012.
Then you need to get USB-C to USB adapter which is available at online or retail Apple Store for connecting external drive to 2020 MacBook Air, though it required 2020 MacBook Air has good enough free space to transfer data to 2020 MacBook Air.
