I have been using apple products for years. I have always had iCloud back up turned on, on all devices, and have always had the same account.
I am trying to access my backed up photo's from over the years, is there anyway that I can do this? Because it is only showing the items currently on my current phone and not any previous history of any other back ups.

We understand that you use iCloud to backup. You're looking to restore older backups with your photos and your device currently only shows current photos. Do you use iCloud Photos?
If so, your photos are synced to iCloud and are not stored in iCloud backups. When using iCloud Photos, photos are synced to iCloud and to other devices signed with the same Apple ID and with the iCloud Photos feature enabled. When you make a change to a photo from any of the synced devices, it is reflected in all places. This includes, if you delete photos from your device. They will be deleted not only from your device, but from iCloud too.
