Why do I not have an update notice on iPad with IOS 12.5.4 to update to 14.8? How can I get the update done?

To reiterate my own earlier reply, as concisely and politely as is possible, your iPad mini3 is fundamentally unable to be updated to iOS13 or later. Having access to PC or Mac computer cannot change the limitations of your iPad hardware.
If you really need to update your iPad beyond iOS12.4.8, you have no alternative other than to replace your iPad with a newer model that is capable of supporting more recent versions of iPadOS.
