As someone else mentioned, I am facing the same problem: I am trying to manage my iPhone photos through iCloud photos using a PC (tried Google Chrome and Microsoft Edge). The photos are there. There is a slide bar on the right hand side of the screen but I am not able to pull it up or down. I can scroll up or down using the wheel on my mouse but can't drag the slide bar to rapidly move to other photos. Can someone please help?

Thank you for posting in the Apple Support Communities. You've come to the right place for help.
As it turns out, the scroll bar may disappear when using the iCloud.com website from a computer's web browser. Make sure the web browser is the active window on your PC, then try moving your mouse to get it to show again. Once it's visible, you should be able to move your pointer to the bar, then slide the scroll bar up or down.

On the other hand, if you see the scroll bar, but it's not moving when your pointer is on the bar while iCloud.com is the active window on your PC, then you may want to check your web browser and/or mouse preferences.
