iPhone not uploading photos to iCloud - progress bar stopped

Message "Uploading 25 items" in black, then "Pause" in blue (clickable... asks if you want to pause until evening) appears at the bottom of my photo library on the iPhone.

I have over 148GB of space left in my iCloud account so that can't be the problem.

I can't wipe the phone and start over because then I lose the photos taken since the last iCloud sync.

iPhone 5s, iOS 12

Try a force restart:

Press and hold both the volume down button and the Sleep/Wake button at the same time. When the Apple logo appears, release both buttons.
