iPad: How do I create a Home screen shortcut to a video that's in the Photos app? Or a video that's in the 'files' folder? Or is that not possible in iOS?

We understand you want to create a shortcut to a video in the Photos app or in the Files app. We'd be happy to provide information about this.
While you cannot add a specific photo or video as a shortcut, you can add them to favorites to find them faster: View photos and videos on iPhone
"View individual photos
Locate individual photos in the Library tab—tap All Photos, or browse by Years, Months, or Days, then tap a photo thumbnail to view it in full screen. You can also view photos in the Albums tab, or tap the Search tab to look for photos by specific search terms, such as “beach” or “selfie.”
While viewing a photo in full screen, you can do any of the following:
Tap or drag the photo down to continue browsing or return to the search results."

If you add the video to the Files app you can do this manually by creating a shortcut in the Shortcuts app and adding it to Home Screen. Use the Open URLs action in Shortcuts with the URL to the video. For example, if you have a video named "Kittens" in a folder named "Vids" on iCloud Drive the URL would be:
shareddocuments:///private/var/mobile/Library/Mobile%20Documents/com~apple~CloudDocs/Vids/Kittens.mov
