To perform an update procedure wirelessly, you need to connect your device to a reliable and fast Wifi Network with internet access (no cellular data, no personal hotspot, no VPN connections are admitted).

AND your iPad should be plugged into power during the whole update process.

Do not forget to create a full backup of your device, before any updates.

You can't do that.

While your iPad is using a WiFi hotspot, it is still connected to a device that is using a cellular data connection.

To do ANY Apple mobile device upgrades/updates, you need a dedicated and stable WiFi network setup.

Cellular data downloads/installs of any Apple major mobile device OS software is NOT allowed.
