Photo widget no content available

I added the photo widget to my Home Screen but just shows a grey screen with no content available.

When I click on the widget it take me to a for you page which is empty and says something along the lines of plugging it in overnight to scan. I’m not sure if this is why it’s not showing photos.

I have done the basics of restarting the phone, deleting and re adding the widget. I’ve read someone solved this by disabling the iCloud Photo Library but I don’t have this on anyway.
