Ctrl-J behaviour is different on two different macs

I have two macbooks, MacBook Air (Retina, 13-inch, 2020) and MacBook Pro (16-inch, 2019).

The pro does nothing when I press ctrl-j, this is the behaviour I want, as I use ctrl-j in tmux. My air, however, seems to treat ctrl-j as an enter key, meaning that I can't use tmux without changing the config that I'm used to, which I'm not willing to do.

How can I make my air behave like my pro?

Why can't I invoke Mission Control from keyboard while dragging a window? Normally, while I am dragging a window, I can invoke Mission Control from the dedicated keyboard shortcut and drop the window into a different space. On one of my Macs I'm not able to do this. I first have to release the window I'm dragging, then invoke mission control, then click+drag the window to the desired space. I have two Mac mini's both setup from scratch with magic keyboards. On one of them this works as expected (as it does on my MacBook too) and on the other it doesn't. What gives?

Use Function Keys as standard keys in specific apps only (No Touch Bar) This question is for MacBooks without a touch bar. I would like to use the F-keys as standard keys, but only when I'm in a specific app (IDE). When I'm not using the app, I'd like the brightness and other keys to remain without dealing with pressing Fn. This is similar functionality to how the touch bar allows you to display F-keys in certain apps.
