I recently updated to iOS 14.8 and when I use iMessage it would send that message to someone else in my contacts. I have restarted my iPhone and turned off/on the iMessage toggle in settings, and the issue still occurs. Anyone else experiencing this issue too?

Thanks for reaching out in the Apple Support Communities. We understand you're experiencing issues with iMessages being sent to incorrect recipients. Are you sending these messages from an open thread, creating a new message, or using Siri to send them for you?
Do you notice if this issue occurs with every single contact you're messaging? Is it always the same recipient that receives the incorrect message?
You mentioned that you've already restarted your iPhone, let's also be sure to force restart your device here: Force restart iPhone
Then try closing the Messages app and attempt using it again here: Close an app on your iPhone or iPod touch
