My ipad will not let me turn on facial recognition. It had been working. I think it stoped working when loaded the latest update. I have checked to make sure it is is on the latest update and restarted it. Facial recognition works for apps, but not for unlocking the iPad.

FaceID can be independently enabled for different functions. Ensure that FaceID is actually enabled for iPad Unlock within iPad Settings:
Settings > Face ID & Passcode > [Use FaceID for] iPad Unlock - set to ON
