Icloud music does not sync consistently across my iMac and Iphone

I have several smart playlist that select songs based on the number of times I have played them. All my music is in iCloud.

I can see the different playlists on both my iPhone and iMac but the contents are different. Some tracks are in the Mac with a different play count so they don't show on the playlist on my iPhone.

Ive tried syncing my iPhone with my iMac by plugging it in (i didn't think I would need to do that because all my music is in iCloud) but the sync never seems to end.

Any ideas? It is driving me crazy.
